Hon. Mbilla Joseph, District Chief Executive-Tempane Municipal District
Hon. Mbilla Joseph is the District Chief Executive of Tempane District. He is known for his grassroots engagement and commitment to inclusive development. His leadership has emphasized empowering vulnerable groups, including persons with disabilities, through livelihood support initiatives.
Hon. Mbilla holds a Bachelor of Education in Technical Education from the University of Education, Winneba, and a Master of Arts in Gender, Peace, and Security from the Kofi Annan International Peacekeeping Training Centre. He also earned a certificate in Citizens Participation in Local Governance from The Hague Academy. His career spans education, governance, and peacebuilding, and he is recognized for promoting participatory development and social cohesion in the district.
Tempane Municipal District
Tempane District, located in the southeastern corner of Ghana’s Upper East Region, was officially established in 2018 through Legislative Instrument 2352. It was carved out of the former Garu-Tempane District, with Tempane as its capital. The district spans approximately 1,230 square kilometers and shares borders with Garu District to the north, Pusiga to the northeast, Bunkpurugu Nyankpanduri to the southeast, and the Republic of Togo to the east.
The district has a population of about 86,993 as of the 2021 census, with a youthful demographic that presents both opportunities and planning challenges. Agriculture dominates the local economy, with crops like maize, millet, groundnuts, and rice widely cultivated. The climate is tropical savanna, marked by a single rainy season and a prolonged dry spell.
Four Key Development Projects
1. SOCO Infrastructure Project
Under the Gulf of Guinea Social Cohesion (SOCO) initiative, a major culvert was constructed to connect communities such as Gbengbeman, Kpalsako, Nipabra, and Tafakpan. This has significantly improved mobility and access, especially during the rainy season.
2. CHPS Compound and Semi-Detached Bungalow Construction
The Assembly initiated the construction of a CHPS compound and staff accommodation at Goom, alongside a semi-detached bungalow in Tempane to address healthcare and housing needs.
3. Green Ghana Day Tree Planting Initiative
Over 1,000 tree seedlings were planted across the district to promote environmental sustainability and combat deforestation.
4. Sanitary Facility and Borehole at Tubong Market
A nearly completed sanitation facility with a borehole was constructed at Tubong Market to improve hygiene and water access for traders and residents
