Samuel Tetteh Quarshie Morton is the Municipal Chief Executive for Kpone Katamanso He is the Deputy Constuituency Secretary of the NDC in the area and also served as the personal aide to the Member of Parliament for the area.
Mr. Morton holds a bachelor’s degree in banking and finance and a master’s degree in finance and worked as a Global Academy of Finance- Chattered Risk Analyst, a former Manager of the Dangbe Rural Bank, and the CEO of Scamwhill Ventures.

The Kpone-Katamanso Municipal Assembly (KKMA), one of Greater Accra’s rapidly expanding municipalities, is setting a new standard for inclusive urban development. Nestled between the Gulf of Guinea and the Akuapim mountain slopes, KKMA’s strategic location—just 38 kilometers from Accra—positions it as both a residential magnet and industrial powerhouse. With four distinct Area Councils and 29 Assembly Members, the municipality is driving forward with targeted investments in health, infrastructure, education, and commerce.
Transforming Healthcare Delivery
The municipality’s commitment to accessible health services is exemplified by the commissioning of a modern 40-bed Municipal Hospital in central Kpone. The facility includes a maternity ward, surgical theatres, a neonatal intensive care unit (NICU), and diagnostic laboratories. Designed to serve all four Area Councils—KPONE, KAMSBEG, ZEKAS, and ONSBAC—it significantly reduces the burden on distant medical facilities.
# Civic Infrastructure Supporting Learning and Justice
In the KAMSBEG zone, a new ultramodern library and magistrate court complex is underway near Gbetsile. Supported by Tema Tank Farm and the CH Group Foundation, the facility aims to boost youth literacy and improve local access to legal services, strengthening the municipality’s civic and intellectual infrastructure.
Road Expansion Projects Enhancing Connectivity
To address growing commuter and commercial traffic, KKMA is advancing two major road projects:
- A 17 km dual carriageway** from the Tema Motorway Interchange, improving access to Oyibi and surrounding towns.
- A 7.2 km stretch** from the VALCO Roundabout to central Kpone, easing freight movement and inter-zonal travel.
These road improvements are key to reducing congestion and boosting economic integration across Greater Accra.
Market Redevelopment Boosts Local Commerce
In the KPONE Area Council, construction of a two-storey market complex is nearing completion. The new facility will feature 130 lockable shops, a pharmacy, a banking hall, and modern sanitation blocks—designed to upgrade trading conditions and reinforce KKMA’s role as a commercial hub.
Established in 2012 through Legislative Instrument (L.I.) 2031, the Kpone-Katamanso Municipal Assembly continues to align infrastructure growth with social impact, positioning itself as a model of balanced development along Accra’s eastern corridor.
