Komenda-Edina-Eguafo-Abrem (KEEA) Municipality, with Elmina as its administrative capital, is a historically rich and agriculturally vibrant district located in the southwestern corridor of Ghana’s Central Region. Originally carved out of the Cape Coast Municipal Council in 1988 and elevated to municipal status on 29 February 2008, KEEA spans approximately 372 square kilometers and is bordered by the Atlantic Ocean to the south, Cape Coast Metropolis to the east, Twifo-Hemang-Lower Denkyira District to the north, and Mpohor-Wassa East District to the west.

The municipality is home to over 166,000 residents, with major settlements including Elmina, Komenda, Kissi, Eguafo, and Agona Abrem. It operates through six zonal councils—Komenda, Elmina, Ntranoa, Eguafo, Ayensudo, and Kissi—supported by 54 Assembly Members comprising elected representatives, government appointees, the Municipal Chief Executive, and the Member of Parliament. This decentralized structure enables the Assembly to deliver services across governance, infrastructure, education, health, and agriculture.

Agriculture & Economic Vitality

Agriculture remains the backbone of the local economy, engaging over 85 percent of the working population. Fishing alone accounts for 54.5 percent of livelihoods, particularly along the coast, while crop farming contributes 10.9 percent. The district’s fertile land supports pineapple, coconut, citrus, cassava, and vegetable cultivation. Livestock, including poultry, pigs, sheep, and goats, is commonly reared as part of integrated farming systems.

To boost productivity, the Assembly has partnered with MOFA, WIENCO, and the Soil Research Institute, introducing improved seed varieties and agronomic techniques. Initiatives like the Block Farm Concept and the National Cockerel Project provide farmers with inputs, technical support, and capacity-building opportunities.
Tourism & Cultural Assets

The municipality’s tourism potential is anchored by Elmina Castle—Ghana’s oldest European-built structure—and Fort St. Jago. These heritage sites attract global visitors and contribute to the local economy. Coupled with coastal charm, vibrant festivals, and hospitality services, KEEA holds unique tourism appeal. Nonetheless, environmental degradation and poor waste management threaten long-term sector growth—a challenge Hon. Saeed’s administration continues to address through awareness campaigns and enforcement.

Education & Health Improvements

The Assembly has made targeted investments in education by commissioning classroom blocks, supplying school furniture, and supporting ICT integration. Health services are equally expanding, with clinics and community facilities receiving support to improve accessibility and service delivery.

The municipality's observance of World AIDS Day featured mass screening and public sensitization—a testament to its proactive stance on community health and disease prevention.
