Keta Municipal District

Mr. Wisdom Seade has been confirmed as the Municipal Chief Executive (MCE) for Keta Municipality in the Volta Region, following his nomination and approval by the Assembly. His appointment comes at a time when the municipality is navigating complex development challenges, including land management, infrastructure deficits, and economic revitalization. In his acceptance remarks, Mr. Seade pledged to uphold transparency, inclusivity, and sustainable development, aligning his leadership with the national “Agenda for Jobs II” framework.


Keta Municipality, located in southeastern Volta Region, was carved out of the former Anlo District and attained municipal status in 2007. It shares borders with Akatsi South to the north, Ketu South to the east, South Tongu to the west, and the Gulf of Guinea to the south. The municipality spans approximately 1,086 square kilometers, of which nearly 30% is covered by water bodies—most notably the Keta Lagoon, which stretches 32 kilometers in length and 12 kilometers at its widest point. This unique geography presents both opportunities and constraints: while fishing and water transport thrive, land availability for development remains limited.


The area is known for its rich cultural heritage, coastal savannah vegetation, and agricultural productivity—especially in shallot farming along the floodplains of the Angaw and Keta lagoons. However, climate change and coastal erosion have posed serious threats to livelihoods and infrastructure, prompting calls for resilient planning and environmental safeguards.


The Assembly is implementing several key development projects drawn from the 2022–2025 Medium-Term Development Plan. In 2023 alone, 97 out of 105 planned activities were executed, spanning economic, social, environmental, and governance sectors.

Notable initiatives include:

●    Rehabilitation of existing infrastructure across health, education, and sanitation sectors.
●    Expansion of agricultural support programs, including distribution of inputs and training for farmers.
●    Strengthening of governance structures and public accountability mechanisms.
●    Halt and investigation into the sale and lease of reclaimed lands, following directives from the Volta Regional Minister.

The reclaimed land issue has sparked public interest, with residents applauding the Assembly’s decision to suspend development activities pending a thorough review. Stakeholders have been asked to submit relevant documentation to facilitate transparent investigations and restore public trust in land administration.

Looking ahead, Mr. Seade’s administration is expected to focus on enhancing internally generated funds (IGF), promoting tourism, improving coastal protection, and deepening community engagement. His leadership marks a renewed commitment to inclusive governance and strategic development in one of Ghana’s most ecologically and culturally significant municipalities.
