Cape Coast Metropolitan Assembly: A Rising Beacon of Heritage, Infrastructure, and Inclusive Development
The Cape Coast Metropolitan Assembly (CCMA) sits at the heart of Ghana’s Central Region, serving both as the regional capital and a vibrant coastal hub of tourism, governance, and academia. Established as a metropolitan district on 29 February 2008, it spans a land area of approximately 122 km² and boasts a population of over 189,000, according to the 2021 census. Flanked by the Gulf of Guinea to the south and districts like Abura/Asebu/Kwamankese and Twifo/Heman/Lower Denkyira to the east and north respectively, the Assembly blends rich historical significance with forward-looking urban planning.

Leadership Spotlight: Hon. George Justice Arthur, Metropolitan Chief Executive
At the helm of Cape Coast’s transformation is Hon. George Justice Arthur, appointed in April 2025. With an educational portfolio that spans three master’s degrees—MPhil in Political Science, MA in Public Affairs, and MA in Human Resource Development—alongside an LLB and B.Ed in Social Science, Hon. Arthur brings intellectual rigor and policy depth to local governance.

His career bridges classroom excellence and civic engagement. Having taught at Ghana National College and served as customer care manager for MTN Cape Coast, he is deeply rooted in the district’s socio-economic fabric. As a former Assembly Member for Tamesease Electoral Area and a constituency executive within the National Democratic Congress (NDC), he channels a grassroots understanding into strategic leadership. His tenure reflects a holistic approach that integrates education, ICT, youth development, and community empowerment.

Four Pillars of Development

1. Tourism Revitalisation Strategy
With Cape Coast’s global reputation as a historical and cultural enclave, Hon. Arthur’s administration is undertaking a bold tourism enhancement initiative:


●    Creation of a state-of-the-art tourist information centre
●    Annual cultural festivals co-hosted with traditional authorities
●    Robust security upgrades and digital platforms to reposition Cape Coast as a world-class destination


This strategy not only preserves heritage but also spurs economic opportunity through the creative and service sectors.


2. Healthcare Infrastructure & Quality Assurance


The Cape Coast Metropolitan Hospital is undergoing significant upgrades, backed by a comprehensive operational audit across 16 health facilities. These efforts are coupled with sanitation inspections and community health outreach, reinforcing the Assembly’s commitment to preventive care and hygiene standards.

3. Educational Empowerment & BECE Support


Education remains central to Cape Coast’s identity, and the assembly is investing in basic school renovations, the provision of teaching materials, and targeted support for 3,595 BECE candidates. This includes morale-boosting engagements and scholarships for brilliant but needy students, promoting both access and excellence.
Road Rehabilitation & Safety Intervention


Following tragic traffic incidents near UCC’s West Gate, the Assembly has launched a sweeping road safety and rehabilitation program. This includes resurfacing key urban routes and strengthening patrols in theft-prone areas like Kotokuraba. These efforts align with an ambitious eight-year metropolitan development plan initiated in 2025, targeting infrastructure, security, and mobility.

The Path Forward
Under Hon. George Justice Arthur’s leadership, Cape Coast Metropolitan Assembly is charting a development trajectory that honors its cultural legacy while embracing modernization. Through tourism, education, healthcare, and infrastructure, the city is being reimagined as a model for sustainable urban growth and participatory governance.
