Birim Central Municipal District: Advancing Inclusive Development Through Strategic Leadership and Infrastructure
Located in the southwestern part of Ghana’s Eastern Region, Birim Central Municipal District has undergone notable administrative transformation since its establishment. Initially created in 1988 as the first Birim South District, it was restructured in 2008 under Legislative Instrument (L.I. 1863) to become Birim Central Municipal District, with Akim Oda serving as the capital. Encompassing an area of approximately 1,090 square kilometers, the district had a population of 76,302 as of the 2021 census, reflecting its growing importance as a center of regional activity.


The municipality has positioned itself as a catalyst for development by balancing urban expansion with rural integration. Its governance agenda prioritizes infrastructure, healthcare, education, sanitation, and economic revitalization, aligning with national policies aimed at enhancing quality of life for all citizens.


Among its flagship health initiatives is the construction of a two-storey medical laboratory at the Oda Government Hospital. This facility is designed to improve diagnostic capacity and reduce delays in referral cases, ultimately strengthening healthcare delivery both within Akim Oda and in surrounding communities. In addition, the district’s investment in decentralized healthcare is exemplified by the establishment of a Community-based Health Planning and Services (CHPS) compound at Oda Community 6. This initiative brings primary health services closer to underserved areas and complements the district’s long-term goal of achieving universal health coverage.


In the area of education, Birim Central has demonstrated a commitment to improving the learning environment through strategic infrastructure development. A newly constructed administration block at St. Francis Senior High Technical School and a Kindergarten block at Oda El-Shadai Basic School support the Free SHS policy and reinforce foundational education, respectively. These projects signal a recognition that quality education must be backed by adequate facilities and administrative support.

To boost local commerce and reduce congestion in Akim Oda’s central market, the municipality is undertaking upgrades to the Nkwantanum and Old Premier markets under the Ghana Secondary Cities Support Program. These efforts are expected to enhance safety, improve accessibility, and create a more efficient trading environment for rural farmers and urban merchants alike.


Sanitation has been another focal point in Birim Central’s development strategy. Through partnerships with private sector actors such as Zoomlion, the Assembly has distributed over 1,100 household waste bins and 30 communal refuse containers. Regular collection services have helped eliminate refuse heaps in key towns including Asene, Manso, and Akroso, improving public health and environmental cleanliness across the municipality.

Water access in urban zones stands at an impressive 90 percent, with pipe-borne systems serving the majority of households. Despite this achievement, rural water coverage remains an ongoing challenge, prompting the municipality to initiate targeted interventions to expand safe water infrastructure and reduce dependency on unreliable sources.


Road infrastructure remains a vital component of the district’s growth. Birim Central maintains over 130 kilometers of trunk, feeder, and urban roads, many of which are undergoing rehabilitation to support economic activity and improve mobility in market and agricultural zones. These enhancements contribute to trade, access to services, and overall connectivity.

Underpinning these ambitious efforts is strong municipal leadership, embodied by Hon. Solomon Brako Kusi, the current Municipal Chief Executive. Born and raised in Akim Oda, where he continues to reside, Hon. Brako Kusi is an alumnus of Attafuah Senior High Technical School (ASTECH). His tenure is defined by a hands-on approach to community development, youth empowerment, and environmental stewardship.

 He has actively promoted communal clean-up exercises, engaged national stakeholders on youth employment, and taken deliberate steps to combat illegal mining along the Birim River. These initiatives reflect his inclusive governance style, rooted in collaboration and the belief that sustainable change is built through collective effort.
