Hon. Sebastian Obeng, confirmed as MCE on April 14, 2025, brings a wealth of experience in education and grassroots politics. Born on September 16, 1980, in Muoho near Sefwi Bekwai, he holds a BSc in Agricultural Science Education from the University of Education, Winneba, and previously taught at Sefwi Wiawso Senior High Technical School. His political journey includes roles such as Regional Deputy Director of Elections for the NDC, where he played a pivotal role in reclaiming the Bibiani parliamentary seat after two decades. As MCE, he has pledged to tackle illegal mining, promote youth empowerment, and foster inclusive governance.
Bibiani Anhwiaso Bekwai Municipal District
Bibiani Anhwiaso Bekwai Municipal, located in the north eastern part of Ghana’s Western North Region, plays a strategic role in regional development and inter-district connectivity.
Established in 1988 through Legislative Instrument 1387 after being carved out of the Sefwi-Wiawso District, it was elevated to municipal status in March 2012. The municipality spans approximately 832 square kilometers and shares borders with Atwima Mponua District to the north, Amenfi West Municipal to the south, Sefwi Wiawso Municipal to the west, and Upper Denkyira West and Bekwai Municipal to the east. Its administrative capital, Bibiani, lies 88 kilometers from Kumasi and 356 kilometers from Sekondi, making it a vital transit and economic hub.
With a population of 167,971 as of the 2021 census—comprising 82,798 males and 85,173 females—the municipality thrives on agriculture, particularly cocoa, oil palm, and food crops. It also hosts significant mining activity, contributing to its economic diversity. Bibiani’s location within the rainforest agroecological zone makes it susceptible to climate-related challenges, prompting the assembly to participate in Ghana’s National Adaptation Planning process, including a detailed climate vulnerability assessment.
Development efforts in recent years have focused on infrastructure, economic empowerment, and environmental sustainability. One major intervention is the rehabilitation of the Nkatieso–Awaso–Bekwai road, which had long been in disrepair. Spearheaded by the Municipal Chief Executive, Hon. Sebastian Obeng, the project has improved transportation, reduced accident risks, and enhanced access to markets for farmers and traders.
Another key initiative is the establishment of a plantain processing factory under the One District, One Factory (1D1F) programme. The factory, located in Chirano, aims to boost agro-processing, create jobs, and reduce post-harvest losses. The assembly has also installed weather station equipment to support climate monitoring and agricultural planning.
In response to sanitation and public health concerns, the municipality has intensified waste management efforts and conducted disinfestation exercises. Additionally, the assembly is working to resolve long-standing market instability in Bibiani, where traders have faced repeated displacements. Plans are underway to secure a permanent trading space to restore order and protect livelihoods.
